Three sets of questions were <br />used to conduct two breakout groups. The following are the highlights of the <br />discussions. <br />DISCUSSION QUESTIONS/ GROUP BREAK OUT COMMENTS <br />GROUP #1 (Facilitator: Karen Haluza, Scribe: Frank Hernandez) <br />1. Homeless Shelter Locations: <br />The City's adopted Housing Element calls for the creation of an overlay in the Light <br />Industrial zone and select Commercial zones to permit Emergency Shelters by right. How <br />best can the City implement these zone changes to serve the. homeless, while maintaining <br />compatibility with surrounding existing uses? <br />• Not in my backyard (NIMBI) challenges <br />• , Need definition of shelters <br />• Need education to public <br />• Some may argue shelter should not appear to look like a "shelter" <br />• Waiting lines for services may be problematic <br />• Resolve operational issues <br />• Create an opportunity for the public to view the shelter <br />• City creates opportunity for shelter, non -profit provides the services <br />• Is it possible to have shelters without thresholds? <br />• Are thresholds allowed in ordinance? <br />• Difficult for Domestic Violence shelters to identify location <br />• Uncertain of actual homeless population <br />• How to address complaints from public <br />• Provide storage, open space amenities, activity rooms <br />• Potential design model —tiered system zoning based on size of property <br />85.444f2\ Stakeholders\ BreakOutNotesAllMay232012Final .doc <br />
