NO. 14 -059) <br />(STRATEGIC PLAN NO. 6,2) <br />�V l� <br />FAT <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1�'Reading <br />❑ Ordinance on 2 "dReading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to USA Fleet Solutions for the purchase of 50 GPS fleet tracking and engine <br />diagnostic units and monthly monitoring services for 111 units in an amount not to exceed <br />$53,480, subject to non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Finance and Management Services Agency Facilities, Fleet Maintenance, and Central <br />Stores Division (FFCS) provides maintenance and repair services for approximately 500 City <br />vehicles. To assist in the overall fleet maintenance and performance, FFCS purchased 61 <br />engine monitoring and diagnostic vehicle units in May 2013. Monitoring services provide <br />valuable diagnostic and tracking data to help service the fleet utilizing a proactive methodology. <br />Examples of this data include odometer tracking, check engine light diagnosis, vehicle location <br />and route tracking. This information helps FFCS staff to quickly identify engine repair needs and <br />poor driving habits, which when identified early can reduce fuel consumption and reduce <br />emission of dangerous greenhouse gases. Additionally, the GPS units will assist in tracking and <br />measuring the success of recent driving policies such as idling time and hard braking. Since <br />implementing the initial GPS program in 2013, idling time has been reduced by 34.4% in those <br />vehicles with GPS units. This reduction decreases both fuel consumption and engine wear which <br />results in decreased maintenance costs. The 50 additional units will be installed in the remaining <br />vehicles belonging to the Public Works Agency. <br />Santa Ana Ordinance No. NS -2312 authorizes the City to purchase against contracts from any <br />public agency utilizing a competitive bid process. The National Joint Powers Alliance contract <br />with USA Fleet Solutions was awarded as a result of open competitive bidding and meets the <br />City's requirements. <br />22CC -1 <br />
