Conditions for Approval of Regional Planned Sign Program No. 2014 -02 <br />Regional Planned Sign Program No. 2014 -02 is approved subject to compliance, to the <br />reasonable satisfaction of the Planning Manager, with all applicable sections of the <br />Santa Ana Municipal Code, the California Administrative Code, the California Building <br />Standards Code and all other applicable regulations. <br />The applicant must comply in full with each and every condition listed below prior to <br />exercising the rights conferred by this sign program. <br />The applicant must remain in compliance with all conditions listed below throughout the <br />life of the sign program. Failure to comply with each and every condition may result in <br />the revocation of the sign program. <br />A. Planning Division <br />1. There shall be a maximum of one (1) double -faced sign per freeway frontage. <br />2. The digital reader board sign shall comply with the following requirements: <br />a. Be oriented to minimize visual and light emitting intrusion onto properties <br />zoned or used for residential purposes <br />b. Maximize visibility from adjacent or nearby freeway corridors. <br />C. Produce a maximum 0.3 foot - candles over ambient light levels. <br />d. Include a means of ensuring additional flexibility in reducing light levels <br />upon request by the City. <br />e. Provide a means of limiting excessive light or glare. <br />f. Have automatic diming capabilities. <br />3. The sign copy shall change only through an immediate transition of the sign copy <br />or message that does not have the appearance of moving text or images, shall <br />not use flashing, intermittent or moving lights or produce the optical illusion of <br />movement, and be displayed for a minimum of eight seconds. <br />4. The sign shall not be located within fifty (50) feet of a traffic signal or sign, or <br />placed in a location that would not maintain safe conditions for motorists, <br />pedestrians or cyclists as determined by the Public Works Agency. <br />5. The property owner shall comply with Santa Ana Municipal Code Section 41- <br />638.2 that pertains to graffiti abatement. <br />Resolution No. 2014 -38 <br />31 EE-37 Page 5 of 6 <br />
