of Santa Ana <br />11 0 <br />billi 111 11 1 f f 1' <br />Section 7: FOG Control <br />This section of the SSMP presents the City's FOG Control Program for preventing FOG discharge and <br />accumulation in the sanitary sewer system. <br />0 r r. <br />The City's FOG Control Program helps reduce the amount of FOG discharged into the sanitary sewer system, <br />by including: <br />1) A plan and schedule for the disposal of FOG generated within the sanitary sewer system service area, <br />and a list of acceptable disposal facilities. <br />2) Legal authority to prohibit discharges to the system and identify measures to prevent SSOs and <br />blockages caused by FOG. <br />3) Requirements to install grease removal devices, design standards for the removal devices, <br />maintenance requirements, BMP requirements, record keeping and reporting requirements. <br />4) Authority to inspect grease producing facilities, enforcement authorities, and sufficient staff to <br />inspect and enforce the FOG ordinance. <br />5) Identification of sanitary sewer system sections subject to FOG blockages and establishment of a <br />cleaning maintenance schedule for each section. <br />6) Development and implementation of source control measures for all sources of FOG discharged to <br />the sanitary sewer system for each section identified. <br />7) Implementation of a plan and schedule for a public education outreach program that promotes <br />proper disposal of FOG. <br />7.2 Summary <br />To reduce the amount of FOG discharged into the City's sanitary sewer system, the City has developed a FOG <br />Control Program. The City has identified all Food Service Establishments (FSE) within its service area as part of <br />their monitoring and surveillance program, as per Ordinance No. NS 26 -70. Accordingly, these FSE's must <br />submit building plans in order to receive sewer service. This process includes an interceptor sizing component <br />and an Interceptor Maintenance Plan, which includes the City's maintenance requirements, BMP <br />requirements, record keeping and reporting requirements. A list of all FSE's Is maintained by the City in an FSE <br />Access database and includes all grease removal equipment and documentation requirements. <br />The City has identified the sections of its sanitary sewer system subject to high levels of FOG, and has <br />developed an Operation and Maintenance Program which includes a higher frequency (typically monthly) <br />cleaning schedule for each of these sections. FSEs located upstream of these locations are subsequently <br />inspected more frequently to help control the FOG discharge.
