REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 21, 2014 <br />TITLE: <br />RESOLUTION SUPPORTING CALIFORNIA <br />PROPOSITION 1 <br />(STRATEGIC PLAN NO. 5, 2; AND 5, 6) <br />CITY <br />MANA@gR <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />/19U &ZL <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2"' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a formal position in support of California Proposition 1 to enact the Water Quality, Supply, <br />and Infrastructure Improvement Act of 2014 on the November ballot. <br />DISCUSSION <br />California Proposition 1 (Proposition 1) will be on the November 4, 2014, ballot as a legislatively <br />referred bond act. Upon voter approval, this measure will enact the Water Quality, Supply, and <br />Infrastructure Improvement Act of 2014 (Act). This $7.5 billion general obligation bond measure is <br />supported by a broad coalition of water, business, conservation, labor, and agriculture <br />organizations. The Act would provide funding for new surface and groundwater storage projects; <br />regional water reliability; sustainable groundwater management and cleanup; water recycling; <br />water conservation; water infrastructure improvement projects; watershed protection; and, safe <br />drinking water, particularly for disadvantaged communities. <br />Proposition 1 is the product of more than five years of discussion and negotiations among state <br />lawmakers, stakeholders, and others. The measure was approved by the Legislature and signed <br />by Governor Jerry Brown on August 13, 2014. It is a fiscally responsible step toward meeting <br />overall water needs for the state. It secures California's water future by keeping family farms and <br />businesses productive; and stimulates the economy through the construction of new facilities <br />needed to store, deliver, and treat water. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 Community Health, Livability, <br />Engagement & Sustainability, Objective #2 (expand opportunities for conservation and <br />environmental sustainability); and Objective #6 (focus projects and programs on improving the <br />health and wellness of all residents). <br />55EE -1 <br />
