Normandy Place near Grand Ave, and McFadden. As you know, the <br />County of Orange is in the process of purchasing a building at 1217 Normandy Pl. for use as a 200 -bed <br />homeless shelter. <br />The concern expressed to me by residents, business owners and school officials regarding the <br />proposed shelter is that they were not adequately notified about the project and its impact on the <br />community. A group called the Community United for Environmental Justice gathered more than 1,200 <br />signatures opposing the shelter primarily because of its close proximity to Kennedy Elementary School <br />but also because they had not heard about the project from official sources. Neighboring business owners <br />tell me that an important community meeting on the project was scheduled just prior to the busy July 4 <br />holiday when many stakeholders were unavailable. <br />It is my understanding that the Santa Ana City Council is considering a 45 -day Emergency <br />Moratorium on tonight's agenda. The staff report for Item 85AA includes another proposed action to <br />adopt a resolution requesting inter - agency cooperation with the County of Orange and community <br />involvement. I have every confidence that you all will review these options carefully and professionally <br />and ensure the neighborhood has its voice heard. <br />Involving the community in decisions that directly affect the safety and livelihoods of its <br />members is absolutely vital to ensuring the project's success.
