Councilmember Martinez, thanked staff for engaging community on Active <br />Transportation issues and place making; highlight the changes recommended. <br />Interim Executive Director Haluza noted that development in the nodes be more <br />commercial rather than residential and multi modal transportation available. <br />COUNCIL RECESSED AT 9:15 P.M. WITH SAME <br />MEMBERS PRESENT <br />PUBLIC COMMENTS - (TAKEN OUT OF ORDER) <br />• Isaac Michaca, spoke on rules of decorum and cancellation of last City Council meeting; <br />concerned with proposal to move the public comments to the end of the meeting. <br />• Alitzel Velasco, concerned with wanding at Council Meeting; opposed to moving public <br />comments at the end of the meeting; supports freedom of expression and First <br />Amendment Rights. <br />• Araceli Robles, concurred with previous speakers; opposed to criminalization of youth. <br />City Council continued deliberation on Agenda Item 75A. <br />Interim Executive Director Haluza concluded her presentation <br />Mayor Pulido, asked if 2,000 units cap, would be sufficient to meet the State <br />Housing Element. <br />Councilmember Martinez asked for clarification on on- street parking and bike <br />lanes. <br />Interim Director Haluza integrated future design recommendations from Active <br />Transportation Coordinator and reviewed different options. <br />Councilmember Sarmiento, apologized to applicants for delaying approval of <br />Plan; supports friendly amendment to motion to cap at 6 stories although at <br />certain nodes perhaps 10 stories may be reasonable, but need to be flexible; <br />layered residential on top of already allowed commercial — layered approach <br />sustainable. <br />Councilmember Benavides, stated that economic development to draw <br />investments and look at steps needed to proactively seek investment. <br />MOTION: <br />1) Adopt resolutions with amendments as proposed. <br />A) RESOLUTION NO. 2014 -069 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA CERTIFYING FINAL <br />CITY COUNCIL MINUTES 28 OCTOBER 21, 2014 <br />1 OA -28 <br />
