CUP No. 2014 -41 <br />October 27, 2014 <br />Page 2 <br />The proposed wireless facility will contain three arrays with four panel antennas on each side, for a <br />total of 12 panel antennas. A GPS will be placed on the equipment shelter and the parabolic antenna <br />will be located on the monopole. <br />In addition to the monopole and equipment enclosure, the applicant also proposes to construct a new <br />eight -foot tall block wall to screen the equipment shelter. There is currently an existing wrought -iron <br />fence along the Costa Mesa (State 55) Freeway that will remain. The new wall is intended to provide <br />additional screening not only for the equipment shelter but also for an AT &T gas generator that will <br />service the facility. The applicant will not be removing any of the existing plant materials along the <br />wrought -iron fence. <br />Protect Backaround <br />The site is owned and occupied by Public Storage, a self - storage facility that has been at this <br />location since 2000, when the site was acquired by Public Storage and developed to fit the needs <br />required by the business. In late 2000, plans were submitted to improve the existing 109,000 <br />square foot building and build an additional 30,000 square feet of self - service storage facility. <br />In May 2013, Costal Business Group submitted plans to install a new wireless facility at this <br />location. After a review of the proposal, staff acknowledged that the submittal met all S.A.M.C. <br />requirements for wireless facilities. <br />General Plan and Zoning Consistenc <br />The General Plan land use designation for the site is Industrial (IND), which allows for manufacturing <br />and industrial uses. Uses such as wireless facilities are consistent with this General Plan land use <br />designation. <br />The zoning for the site is Light Industrial (M -1). The Light Industrial zoning district is a zone that <br />also allows for manufacturing, industrial and warehouse uses. The proposed use is also <br />consistent with the zoning designation. <br />Proiect Analysis <br />In July 1998, the City Council adopted Ordinance No. NS -2356, which established regulations for <br />wireless communication facilities throughout the City. Major wireless communication facilities such <br />as the proposed AT &T facility are required to have a stealth design and be located in an area that <br />provides the greatest amount of visual screening. Further, these major facilities require the approval <br />of a conditional use permit. Also, Section 41 -198.4 of the Santa Ana Municipal Code (SAMC) <br />identifies several site improvements that may be required at sites with major wireless facilities. <br />31 C -4 <br />
