REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 18, 2014 <br />TITLE: <br />ADOPT ORDINANCE REPEALING <br />ARTICLE III OF CHAPTER 10 OF THE <br />SANTA ANA MUNICIPAL CODE <br />REGARDING BICYCLE LICENSING AND <br />REGISTRATION {STRATEGIC PLAN NO. <br />1, #1} <br />CITY MA ER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 18' Reading <br />❑ <br />Ordinance on 2ntl Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt an ordinance repealing Article III of Chapter 10 of the Santa Ana Municipal Code relating to <br />bicycle licensing and registration. <br />DISCUSSION <br />The Police Department recommends repealing Article III of Chapter 10 requiring mandatory bicycle <br />licensing and registration based upon the fact that the vast majority of the City's residents do not <br />obtain the required license and do not register their bicycles. The Police Department will continue <br />to offer a bicycle registration program, but residents will not be required to participate. The Police <br />Department encourages residents to voluntarily register their bicycles so that their bicycles can be <br />easily identified and returned if lost or stolen. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #1 Community Safety, Objective #1, Modernize <br />the Community Policing philosophy to improve customer service, crime prevention and traffic <br />safety /pedestrian /bicycle safety. <br />FISCAL IMPACT <br />Ther n is pact associated with this action. <br />Carlos Rojas <br />Chief of Police <br />Santa Ana Police Department <br />50B -1 <br />
