The grantee should not be delinquent in the repayment of any Federal debt. <br />(t) Lobbying <br />The grantee may not conduct political lobbying within the Federally- supported project, In <br />addition, the grantee may not use Federal funds for lobbying specifically to obtain awards, <br />extensions, amendments, or other Federal actions. (31 U.S.C. § 1352) Certain other lobbying <br />restrictions, such as the following, may also apply: <br />Lobbying Activities (Applies to Applicants Requesting Funds in Excess of $100,000) (31 U.S.C. <br />§1352). The I'oliowing provisions, which were part of the grant application, remain in effact ror <br />the award: <br />(a) No Federal appropriated Cunds may be paid, by or on behalf of the grantee, to any person <br />for intlueneing or attempting to influence an officer or employee of an agency, a Member <br />of Congress, an officer or crnployee of Congress, or an employee of a i,[cmher of <br />Congress in connection with the awarding of any Federal contract, the making of anv <br />Federal grant, the making of any Federal loan, the entering into of arty cooperative <br />agreement, and the extension, continuation, renewal, amendment, or modification of any <br />Fedcial contract, grant, loan, or cooperative agreement. <br />(b) If any funds other than Federal appropriated hinds have been paid or will be paid to any <br />person (other than a regularly employed officer or employee of the applicant, as provided <br />in 3l U,S.C. § 1352) for intlucrrcimg or attempting to influence an officer or enrptoyee oC <br />anv a;cney, a Mcniber of Congress, an officer or employee oC Congress, or ml employee <br />of a Member of Congress in connection with this Federal contract, grant, loan, or <br />cooperative agreement, the grantee shall complete and submit Standard Form LLL, <br />"Disclosure of Lobbvin( Activities." in accordance with its instructions. <br />(e) The t ramce sita ll require that the 1an,uavge of the certilicatiott be included in the award <br />documeas for all subawards at all tiers (including Subcontracts. subgrants, and contracts <br />under giants, loans, and eooperauce agreements) and that all subreerpients shall cerrtity <br />and disclose accordingly. <br />In addition, no IMLS grant funds shall be used to pay the salary or expenses of any grant or <br />contract recipient, or agent acting for such recipient, relating to any activity designed to influence <br />legislation or appropriations pending before the Congress or any State legislature. I 1 t -117, <br />Division D, Title V General Provisions, sec. 503(b)). <br />(g) Requirements for Certain Projects <br />The grantee must comply with the following requirements if applicable to the project. The <br />grantee should also be aware that additional Federal laws, not listed below, might apply to a <br />particular project and that the grantee is responsible for compliance, as applicable, <br />Subgrants in IMLS Discretionary Programs <br />Discretionary program grantees of the Office of Museum Services (OMS), the Office of <br />Library Set-vices (OLS) and the Office of Policy, Research and Evaluation (OPRE) do not <br />have the authority to make a subgrant (re- grant) with funds they have received From <br />IMLS unless expressly authorized by IMLS (45 C.F.I. § 1180.55).
