ROH - 10/21/14 <br />RESOLUTION NO. 2014 -069 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CERTIFYING FINAL ENVIRONMENTAL <br />IMPACT REPORT NO. 2014 -01, AND APPROVING <br />MITIGATION MONITORING AND REPORTING PROGRAM, <br />CEQA FINDINGS OF FACT, AND STATEMENT OF <br />OVERRIDING CONSIDERATIONS PREPARED FOR THE <br />PROPOSED HARBOR MIXED USE TRANSIT CORRIDOR <br />SPECIFIC PLAN (SP -2) <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In compliance with the California Environmental Quality Act (CEQA) <br />(Public Resources Code § 21000 et seq.) and Title XIV, California Code of <br />Regulations, Section 15000 et. seq. (CEQA Guidelines), the City of Santa <br />Ana has prepared an Environmental Impact Report (EIR) to analyze the <br />environmental impacts of the Harbor Mixed Use Transit Corridor Specific <br />Plan (SP -2). <br />B. An extensive public outreach campaign was conducted throughout the <br />project to provide opportunities for all stakeholders to play a meaningful <br />role in the development of the plan. Beginning in December of 2010 with <br />an informational open house held at the Plumbers & Steamfitters Union <br />Building there have been a total of 25 community meetings and public <br />hearings. <br />C. CEQA also requires that when a Draft EIR is submitted to the State <br />Clearinghouse for review by state agencies, the public be given an <br />opportunity to review and comment on the Draft EIR for a period of not <br />less than 45 days. In accordance with this requirement the Draft EIR <br />began its 45 -day public review and comment period on April 18, 2014, <br />with the review period ending on June 2, 2014. <br />D. In response to written comments received, the City provided formal <br />Response to Comments and EIR clarification or revision. In addition to <br />fulfilling CEQA's requirement for public review, the City conducted a public <br />meeting on May 12, 2014 in order to allow the public to provide oral <br />testimony on the Draft EIR. <br />E. The City received a total of 11 written comment letters and evaluated all <br />comments received from the persons or agencies that reviewed the Draft <br />EIR. The City provided written responses to all agencies and members of <br />Resolution No. 2014 -069 <br />Page 1 of 8 <br />
