HARBOR BLVD. MIXED USE TRANSIT CORRIDOR PLAN FINAL FIR <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />CULTURAL RESOURCES <br />C -1 Cause a substantial adverse change in the significance of an historical resource pursuant to <br />Section 15064.5. <br />C -2 Cause a substantial adverse change in the significance of an archaeological resource pursuant to <br />Section 15064.5. <br />C -3 Directly or indirectly destroy a unique paleontological resource or site or unique geologic feature. <br />CA Disturb any human remains, including those interred outside of formal cemeteries. <br />The Initial Study, included as Appendix A, substantiates that impacts associated with the following thresholds <br />would be less than significant: C -1 and C -4. These impacts will not be addressed in the following analysis. <br />5.3.3 Environmental Impacts <br />The following impact analysis addresses thresholds of significance for which the Initial Study disclosed <br />potentially significant impacts. The applicable thresholds are identified in brackets after the impact statement. <br />Impact 5.3 -1: Future development that would be accommodated by the Harbor Boulevard Mixed Use <br />Transit Corridor Plan could impact unknown archeological and/or paleontological <br />resources. [Threshold C -2 and C -31 <br />Impact Analysis: The project area is in a highly urbanized, built -out portion of the City and is developed <br />with a mix of commercial and residential uses. The project area also contains the Willowick Golf Course (an <br />operating 18 -hole public golf course), Cesar Chavez /Campesmo Park, and Santa Anita Park. Existing uses are <br />shown in Figure 3 -3, Aerial Photograph. Land uses surrounding the project area include a mix of residential <br />uses, which vary widely in character and density and include single - family neighborhoods, apartment <br />complexes, and mobile home communities. <br />Long -term implementation of the Harbor Boulevard Mixed Use Transit Corridor Plan would allow <br />development (e.g., infill development, redevelopment, revitalization /restoration, and roadway improvements) <br />within the project area, including grading, of unknown sensitive areas. Following is a discussion of potential <br />impacts on archeological and paleontological resources as a result of project implementation. <br />Archeological Resources <br />Archeological resources are the physical remains and traces of past human activity such as artifacts, residues, <br />and built features. No archaeological sites or isolates, either historic or prehistoric, have been identified onsite <br />or within 0.5 mile of the project area (SCCIC). Additionally, the project area has no inherent cultural <br />significance. Furthermore, the majority of the project area is in a highly urbanized, built out portion of the <br />City and has been heavily disturbed over the years. Since the majority of the project area has been previously <br />disturbed by grading and construction, it is unlikely that any subsurface archaeological resources currently <br />exist that could be impacted by ground disturbing activities of future development projects accommodated <br />by the Harbor Boulevard Mixed Use Transit Corridor Plan. <br />October 2014 Page 5.3 -7 <br />
