HARBOR BLVD. MIXED USE TRANSIT CORRIDOR PLAN FINAL FIR <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />GREENHOUSE GAS EMISSIONS <br />The Harbor Boulevard Mixed Use Transit Corridor Plan is a mixed used project that would increase land use <br />intensity along the Harbor Boulevard corridor. Harbor Boulevard and intersecting roadways such as <br />Westminster Avenue, West First Street, and McFadden Avenue are currently served by local bus lines. In the <br />coming decade, the Orange County Transportation Authority (OCTA) plans to establish BRT routes along <br />segments of Westminster Avenue and Harbor Boulevard that are within the City of Santa Ana. As shown in <br />Figure 5, Proposed Zoning Designations, three proposed BRT stops are within the Harbor Boulevard Mixed Use <br />Transit Corridor Plan area. With the existing bus service and planned BRT routes and stops, intensifying <br />residential, office, and commercial land uses along this corridor would be consistent with the SCS. Therefore, <br />the project would not conflict with the 2012 RTP /SCS. <br />5.5.4 Cumulative Impacts <br />Project related GHG emissions are not confined to a particular air basin but are dispersed worldwide. <br />Therefore, impacts identified under Impact 5.5 -1 are not project specific impacts to global warming, but the <br />proposed projects contribution to this cumulative impact.
