Environmental Analysis <br />HAZARDS AND HAZARDOUS MATERIALS <br />in SCAQMD Rule 1403 (Asbestos Emissions from Demolition /Renovation Activities). Due to the age of <br />many of the buildings in the project area, they have a high potential for containing ACME. <br />Lead <br />Lead was formerly used as an ingredient in paint (before 1978) and as a gasoline additive; both of these uses <br />have been banned. Lead is listed as a reproductive toxin and a cancer- causing substance; it also impairs the <br />development of the nervous system and blood cells in children (DTSC 2010). Those demolishing pre 1978 <br />structures may presume the buildings contain lead based paint (LBP) without having an inspection for LBP. <br />Due to the age of many of the buildings in the project area, they have a high potential of containing LBP. <br />Potential Hazardous Materials on the Project Site <br />Much of the project area is shown in agricultural use (orchards and row crops) in aerial photographs from <br />1953 (whole site), 1958 (central and south parts of site), and 1961 (north part of site). Scattered areas of row <br />crop agriculture are shown onsite in 1972 aerial photographs (NETR 2013). Therefore, project site soils may <br />be contaminated with agricultural chemicals, including pesticides and fertilizers, remaining from past <br />agricultural uses. <br />5.6.2 Thresholds of Significance <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />H -1 Create a significant hazard to the public or the environment through the routine transport, use, <br />or disposal of hazardous materials. <br />H -2 Create a significant hazard to the public or the environment through reasonably foreseeable <br />upset and accident conditions involving the release of hazardous materials into the environment. <br />H -3 Emit hazardous emissions or handle hazardous or acutely hazardous materials, substance, or <br />waste within one - quarter mile of an existing or proposed school. <br />H -4 Be located on a site which is included on a list of hazardous materials compiled pursuant to <br />Government Code Section 65962.5 and, as a result, would create a significant hazard to the <br />public or the environment. <br />H -5 For a project located within an airport land use plan or, where such a plan has not been adopted, <br />within two miles of a public airport or public use airport, would result in a safety hazard for <br />people residing or working in the project area. <br />H -6 For a project in the vicinity of a private airstrip, result in a safety hazard for people residing or <br />working in the project area. <br />H -7 Impair implementation of or physically interfere with an adopted emergency response plan or <br />emergency evacuation plan. <br />October 2014 Page 5.6 -17 <br />
