Environmental Analysis <br />HAZARDS AND HAZARDOUS MATERIALS <br />105255 of the California Health and Safety Code require that lead be contained during demolition activities. <br />Compliance with SCAQMD's Rule 1403, OSHA Regulation 29 CFR Standard 1926.62, and Sections 17920.10 <br />and 105255 of the California Health and Safety Code would ensure that no significant impacts related to <br />existing ACM or LBP in the project area, if encountered, would occur. <br />However, to further prevent impacts from the potential release of ACM or LBP associated with individual <br />development projects under the Harbor Boulevard Mixed Use Transit Corridor, an ACM and LBP survey of <br />existing buildings and structures would be required prior to demolition activities, as outlined in Mitigation <br />Measure 6 -1. With adherence to existing regulations and implementation of this mitigation measure, no <br />impacts related to ACM or LBP would occur. <br />soils <br />Grading and construction activities of the individual development projects that would be accommodated <br />under the Harbor Boulevard Mixed Use Transit Corridor would involve the disturbance of onsite soils. Soils <br />on certain sites of the project area could be contaminated with hazardous materials due to current and <br />historical industrial and commercial land uses and agricultural chemicals from historical agricultural land uses. <br />Exposure of contaminated soils to workers and the surrounding environment would result in a significant <br />impact. Any contaminated soils encountered on individual development project sites would be required to be <br />removed prior to grading activities and disposed of offsite in accordance with all applicable regulatory <br />guidelines. However, to ensure that impacts from contaminated soils do not occur, Mitigation Measure 6 -2 <br />has been provided at the end of this section. With adherence to existing regulations and implementation of <br />this mitigation measure, impacts arising from the potential of encountering contaminated soils onsite during <br />project grading activities would not occur. <br />Impact 5.6 -2: Certain sites of the Harbor Boulevard Mixed Use Transit Corridor are included on a list of <br />hazardous materials sites. [Threshold H -4] <br />Impact Analysis: Individual development projects that would be accommodated under the Harbor <br />Boulevard Mixed Use Transit Corridor would involve ground disturbance that could encounter existing <br />hazardous materials in site soils from listed hazardous materials sites. There are several hundred hazardous <br />materials sites listed within the project area. More specifically, there are 144 Haznet site (hazardous waste <br />shipment manifest), and Table 5.6 -1, Environmental Database Listings ndthin the Project Area, lists 135 sites. <br />Additionally, LUST and registered UST sites are usually listed on more than one database. For brevity, those <br />listings are condensed in Tables 5.6 -1 and 5.6 -2 into a single UST database listing. There are 16 LUST listings <br />and 21 UST listings within the project area. <br />Fifty -three database listings document onsite hazardous materials releases into the environment: 16 LUST <br />cases, 17 emissions inventory (EMI) toxic and criteria air pollutant emissions sites; 13 clandestine drug lab <br />(CDL) sites; three California Hazardous Material Incident Reporting System (CHNIIRS) sites; three <br />Emergency Response Notification System (ERNS) sites; and one Office of Pipeline Safety Incident and <br />Accident Data (OPS case. <br />October 2014 Page 5.6 -21 <br />
