Environmental Analysis <br />HAZARDS AND HAZARDOUS MATERIALS <br />Moreover, with compliance to regulatory requirements and implementation of mitigation measures, the <br />proposed project would not result in any hazardous conditions with regard to building materials or soil <br />contamination and would not combine with other development projects to result in a cumulatively <br />considerable impact with respect to these potential hazards. Therefore, the proposed project's contribution to <br />cumulative impacts related to hazardous materials and Nvaste or the creation of any health hazards would not <br />be significant and less than cumulatively considerable. <br />5.6.5 Existing Regulations and Standard Conditions <br />• South Coast Air Quality Management District Rule 1403 <br />• Occupational Safety and Health Administration Regulation 29 CFR Standard 1926.62 <br />• California Health and Safety Code Sections 17920.10 and 105255 <br />• California Health and Safety Codes Sections 25270.7, 25270.8, and 25507 <br />• California Code of Regulations, Title 22, Division 4.5 <br />5.6.6 Level of Significance Before Mitigation <br />Without mitigation, the following impacts would be potentially significant: <br />■ Impact 5.6 -1 Significant hazards through accidental release of hazardous materials could occur as <br />a result of demolition and grading activities. <br />■ Impact 5.6 -2 Sites within the Harbor Boulevard Mixed Use Transit Corridor are included on a list <br />of hazardous materials sites. <br />5.6.7 Mitigation Measures <br />Impact 5.6 -1 <br />6 -1 Prior to the issuance of demolition permits for any buildings or structures that would be <br />demolished in conjunction with individual development projects that would be <br />accommodated by the Harbor Boulevard Mixed Use Transit Corridor, the project applicant <br />shall conduct the following inspections and assessments for all buildings and structures <br />onsite and shall provide the City of Santa Ana's Planning and <br />B10dinP Agency with a copy of the report of each investigation or assessment <br />■ The project applicant shall retain a certified lead inspector /assessor to inspect buildings <br />and structures onsite for lead based paint "P). The inspector /assessor's report shall <br />include requirements for abatement, containment, and disposal of LBP, if encountered, <br />in accordance with the State of California Occupational Safety & Health Administration <br />Rule 29 CFR Part 1926. <br />October 2014 Page 5.6 -23 <br />
