Environmental Analysis <br />HYDROLOGY AND WATER QUALITY <br />cumulative projects in conjunction with individual development projects that would be accommodated by the <br />Harbor Corridor Plan are not expected to cause substantial cumulative impacts to storm drainage capacity in <br />the region. <br />Flood Hazard Impacts <br />Cumulative projects would increase the numbers of people and buildings in 100 -year flood zones and in dam <br />inundation zones within the Santa Ana. River Watershed. Flood control improvements along the Santa Ana <br />River would reduce hazards from 100 year floods and from potential dam inundation throughout 100 year <br />flood zones in the Santa Ana River Watershed in Orange County, and throughout the dam inundation zone <br />for Prado Dam. Therefore, the proposed projects flood hazard impacts would not be cumulatively <br />considerable. <br />5.7.5 Existing Regulations <br />State <br />• General Construction Activity Permit, Order No. 2009- 0009 -DWQ; NPDES No. CAS000002 <br />City of Santa Ana <br />• MS4 NPDES permit <br />• Drainage Area Master Plan Fees <br />5.7.6 Level of Significance Before Mitigation <br />Upon implementation of regulatory requirements and standard conditions of approval, the following impacts <br />would be less than significant: 5.7 -1, 5.7 -2, and 5.7 -7. <br />Without mitigation, the following impacts would be potentially significant: <br />■ Impact 5.7 -3 Significant impacts to the storm drain system in the project area could occur as a <br />result of project implementation. <br />■ Impact 5.7 -4 Construction could result in a short -term increase in pollutant concentrations in <br />runoff. <br />■ Impact 5.7 -5 Project implementation could result in a change to the quality of stormwater runoff <br />■ Impact 5.7 -6 Individual projects within the Harbor Corridor Plan may be located within a 100 <br />year flood zone. <br />Page 5.7 -2% PlaceWorkr <br />
