HARBOR BLVD. MIXED USE TRANSIT CORRIDOR PLAN FINAL FIR <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />LAND USE AND PLANNING <br />objectives, and policies of the general plan. The plan would provide flexibility; innovative use of land <br />resources and development; a variety of housing and other development types; and an equitable method of <br />vehicular, pedestrian, and bicycle access for development of the project area. Additionally, the plan would <br />establish the necessary plans, development standards (cg., parking requirements, setbacks, building heights, <br />etc), regulations, infrastructure requirements, design guidelines (e.g., architectural styles, landscaping, etc), <br />financing methods, and implementation programs for subsequent, project related development activities. The <br />plan would combine these necessary components into a single document that would be tailored to meet the <br />needs of the project area. It is intended that local public works projects, design review plans, detailed site <br />plans, grading and building permits, or any other action requiring ministerial or discretionary approval <br />applicable to the project site be consistent with the Harbor Corridor Plan. <br />The remaining 120 acres within the existing NHSP that would be converted to conventional zoning would be <br />regulated by the provisions of the Open Space Area (0) and Two Family Residential (R2) zoning designations <br />of the City's zoning code, as well as applicable provisions outlined in other sections of the zoning code. <br />SCAG 2012 -2035 RTP /SCS Consistency <br />Table 5.8 -2 provides an assessment of the proposed project's relationship to pertinent 2012 -2035 SCAG <br />RTP /SCS goals. The analysis in Table 5.8 -2 concludes that the proposed project would be consistent with the <br />applicable RTP /SCS goals. Project implementation would maximize mobility accessibility, travel safety, <br />and reliability for people and goads. The vehicular and pedestrian circulation <br />improvements called for in the Harbor Corridor Plan would be designed, developed, and <br />maintained to meet the needs of local and regional transportation and to ensure efficient <br />mobility and accessibility. A number of regional and local plans and programs (e.g., <br />Orange County Congestion Management Program, Caltrans Traffic Impact Studies <br />Guidelines, and City of Santa Ana Traffic Impact Analysis Guidelines) would be used to <br />guide development and maintenance of traffic and circulation improvements along the <br />corridor and its surrounding roadway network. <br />All modes of public and commercial transit throughout the corridor would be required to <br />follow safety standards set by corresponding state, regional, and local regulatory <br />documents. For example, pedestrian walkways and bicycle routes must follow safety <br />precautions and standards established by local (e.g., City of Santa Ana, County of <br />Orange) and regional (e.g., SCAG, Caltrans) agencies. Roadways for motorists must <br />follow safety standards established for the local and regional plans noted above. <br />All new roadway developments and improvements to the existing transportation <br />networks along the corridor must be assessed with some level of traffic analysis (e.g., <br />traffic assessments, traffic impact studies) to determine how individual development <br />oroiects accommodated by the or000sed oroiect would imoact existing traffic caoacities <br />Page 5.8 -12 PlaceWorkr <br />
