Environmental Analysis <br />LAND USE AND PLANNING <br />SCAG Compass Blueprint Consistency Analysis <br />Table 5.8 -3 provides an assessment of the proposed project's relationship to advisory SCAG Compass <br />Blueprint principles. The analysis in Table 5.8 -3 concludes that the proposed project would be consistent with <br />the advisory SCAG Compass Blueprint principles. Therefore, implementation of the proposed project would <br />not result in significant land use impacts related to the advisory SCAG principals. <br />Table 5.8 -3 SCAG Compass Growth Vision <br />for All Residents <br />GV P1.1: Encourage transportation investments <br />and land use decisions that are mutually <br />supportive. <br />GV P1.2: Locate new housing near existing jobs <br />and new jobs near existing housing. <br />with <br />Consistent: See responses to RTP /SCS Goals G2 through G5 in Table 5.8 -2, above, <br />and Compass Blueprint Principle GV P1.3, below. <br />Land uses and any public transportation investments, including traffic and circulation <br />improvements, that would be accommodated by the proposed project would <br />complement each other and would follow overarching goals of local and regional <br />transportation plans. For example, future project residents and workers would have <br />access to adequate multimodal forms of transportation, including OCTA's Bravo! <br />Route 543 and other local bus lines, thereby providing residents and employees with a <br />convenient and altemative way to commute to jobs and locations throughout the <br />corridor and beyond. Residents and employees would also have access to a <br />pedestrian and bicycle circulation system. The proposed project would lead to the <br />development of an improved bicycle and pedestrian circulation system along Harbor <br />Boulevard and its cross - streets: 5th Street, 1st Street, McFadden Avenue, and <br />Westminster Boulevard. Proposed improvements include the enlargement of sidewalk <br />and parkway areas to facilitate safe bicycle and pedestrian travel along Harbor <br />Boulevard and efficient connections to the local and regional bicycle network. <br />The City will also continue to work with OCTA to develop and enhance the transit <br />corridors along Harbor Boulevard (as needed) to maintain an acceptable level of <br />service, support the growth and diversity of land uses, and reduce the need for <br />additional vehicle trips. <br />Consistent: The proposed project would provide a mix of land uses with the capability <br />for people to live close to work, shopping, entertainment, and other support services <br />and uses. As outlined in the Harbor Corridor Plan, the housing types would include a <br />wide range of rental and for -sale housing. For example, the proposed Transit Node <br />zone would allow for the development of mixed -use flex blacks, liners, stacked flats, <br />courtyard housing, and live -work units. The zone also accommodates retail, <br />restaurant, entertainment, and other pedestrian -oriented uses at street level. <br />Additionally, the proposed Corridor zone is applied to properties along Harbor <br />Boulevard between bus rapid transit stations and is intended to provide housing <br />options and neighborhood serving uses within walking distance of a transit node. The <br />zone also identifies areas set aside exclusively for moderate- and high -density <br />residential projects. <br />The proposed project would provide new jobs near existing housing as well as new <br />housing near existing and future jobs. For example, because of the mixed -use nature <br />of the proposed project and the proposed array of retail, restaurant, entertainment, <br />and other pedestrian -oriented uses, the proposed housing units and existing housing <br />in the area would be adjacent to or near these jobs, providing residents with <br />convenient and easy access to jobs. Furthermore, future residents of the proposed <br />project would have access to OCTA's Bravo! Route 543 and other local bus lines, <br />providing residents and employees of the proposed project with a convenient and <br />alternative way to commute to jobs and locations throughout the project and <br />Page 5.8 -14 PlaceWorkr <br />
