HARBOR BLVD. MIXED USE TRANSIT CORRIDOR PLAN FINAL FIR <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />LAND USE AND PLANNING <br />project would be consistent with applicable plans, goals, policies, and regulations of the City's general plan <br />and zoning code and SCAG's RTP /SCS and CGV, as shown in detail above. In accordance with the City's <br />objectives, the project area would be developed pursuant to the Harbor Corridor Plan, which would allow for <br />a wide range of residential, commercial, and mixed uses in four zones: Transit Node, Corridor, <br />Neighborhood Transitional, and Open Space. Each zone would include its own development standards, <br />design guidelines, preferred building and frontage types, landscape palette, and strategies promoting <br />integration between new development and the existing neighborhood. In addition, a host of jobs, restaurants, <br />retail, entertainment, and other support services and uses would be within walking distance of many of the <br />existing and future residential uses. Therefore, development of the proposed project would create a cohesive <br />community of residential and other support uses, thereby contributing to the development of a sustainable <br />urban area of the City. <br />As with the proposed project, cumulative projects would be subject to compliance with the regional and local <br />plans reviewed in this section, and would also be subject to the City's Development Impact Fees. Therefore, <br />implementation of cumulative development in accordance with the City's General Plan would not combine <br />with the Harbor Corridor Plan to result in cumulatively considerable land use impacts. <br />5.8.5 Existing Regulations and Standard Conditions <br />■ City of Santa Ana Municipal Code and Zoning Code <br />5.8.6 Level of Significance Before Mitigation <br />Upon implementation of regulatory requirements and standard conditions of approval, the following impacts <br />would be less than significant: <br />■ Impact 5.8 -1 <br />5.8.7 Mitigation Measures <br />No mitigation measures are required. <br />5.8.8 Level of Significance After Mitigation <br />No significant unavoidable adverse impacts relating to land use and planning would result on a project <br />specific or cumulative basis. <br />5.8.9 Reference <br />Southern California Association of Governments (SCAG). 2013.
