Environmental Analysis <br />NOISE <br />N -4 A substantial temporary or periodic increase in ambient noise levels in the project vicinity above <br />levels existing without the project. <br />N -5 For a project located within an airport land use plan or where such a plan has not been adopted, <br />within two miles of a public airport or public use airport, expose people residing or working in the <br />project area to excessive noise levels. <br />N -6 For a project within the vicinity of a private airstrip, expose people residing or working the project <br />area to excessive noise levels. <br />The Initial Study, included as Appendix A, substantiates that impacts associated with the following thresholds <br />would be less than significant: <br />■ Threshold N -5 <br />■ Threshold N -6 <br />These impacts will not be addressed in the following analysis. <br />5.9.5 Environmental Impacts <br />The following impact analysis addresses thresholds of significance for which the initial study disclosed <br />potentially significant impacts. The applicable thresholds are identified in brackets after the impact statement. <br />Impact 5.9 -1: Implementation of the Harbor Corridor Plan would not cause a substantial increase in noise <br />related to additional vehicular traffic. [Thresholds N -1 and N -31 <br />impact Analysis: The proposed project would have the potential to generate project related traffic noise <br />impacts to noise - sensitive uses along roadways evaluated in the traffic impact analysis prepared for the <br />proposed project (IBI Group 2013). The following analysis describes the anticipated noise levels from traffic <br />generated by buildout of the Harbor Corridor Plan. Traffic noise modeling was compiled for the following <br />scenarios, according to the traffic study prepared for this project: <br />■ Existing: Existing conditions (2013 traffic county without the proposed project. <br />■ Existing With Project: Existing volumes plus the new traffic generated by buildout of the Harbor <br />Corridor Plan. <br />■ Buildout -Year 2035 Without Project: Future 2035 volumes without implementation of the Harbor <br />Corridor Plan, obtained from the Orange County Transportation Analysis Model. <br />■ Buildout -Year 2035 With Project: Future 2035 volumes with implementation of the Harbor Corridor <br />Plan. <br />Page 5.9-% PlaceWorkr <br />
