Environmental Analysis <br />POPULATION AND HOUSING <br />The initial study, included as Appendix A, substantiates that impacts associated with the following thresholds <br />would be less than significant: <br />• Threshold P -2 <br />• Threshold P -3 <br />These impacts will not be addressed in the following analysis. <br />5.10.3 Environmental Impacts <br />The following impact analysis addresses thresholds of significance for which the initial study disclosed <br />potentially significant impacts. The applicable thresholds are identified in brackets after the impact statement. <br />Impact 5.10 -1: The proposed project would directly result in population growth in the project area. <br />[Threshold P -11 <br />ImpactAnalysis: <br />The project would not result in a change in land uses or redevelopment within the Conventional Zoning <br />Area. The change in zoning designations for this area would be consistent with the existing land uses. <br />Therefore, no change in the number of residential units, population, building square footage, or employees <br />are anticipated for this area. Since no change in population would occur in the Conventional Zoning Area, the <br />analysis below focuses on the impacts related to the proposed growth within the Harbor Corridor Plan area <br />only. <br />Population Growth <br />Harbor Corridor Plan buildout would add an estimated net increase of 15,327 residents to the project site <br />over a 20 -year period or more. The total forecast increase in population in the City of Santa Ana between <br />2010 and 2035, based on General Plan land use designations, is 11,856 (CDR 2012). The corresponding <br />forecast population increase for Orange County is 401,872 (CDR 2012). <br />Since the project's population increase would exceed the projected increase for the City by 3,471 residents, it <br />would induce substantial population growth in the area. However, the project's population growth is well <br />within the projected increase for Orange County. As a result, there would not be a substantial impact on <br />growth within Orange County through 2035. <br />Employment- Generating Land Uses <br />Buildout of the Harbor Corridor Plan would add an estimated 173 net new employees to the project area. <br />The project related employment increase would be well within the CDR forecast of 5,453 jobs in the City of <br />Santa Ana over the 2010 -2035 period.
