HARBOR BLVD. MIXED USE TRANSIT CORRIDOR PLAN FINAL FIR <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />PUBLIC SERVICES <br />5.11.2.4 CUMULATIVE IMPACTS <br />Harbor Corridor Plan buildout, combined with buildout of General Plan land use designations in <br />surrounding neighborhoods in Santa Ana, would increase demands for police protection. Other <br />developments, as well as developments pursuant to the Harbor Corridor Plan, would pay City taxes accruing <br />to the City's General Fund including business taxes, property taxes, sales taxes, and utility users' taxes; the <br />Police Department is funded from the City's General Fund. Additional personnel and associated equipment <br />would be provided through the continued implementation of the City's Five Year Strategic Plan and the <br />annual budget review process. Therefore, despite the increased need for police services in the City, no <br />significant cumulative impacts related to police services are anticipated <br />5.11.2.5 EXISTING REGULATIONS AND STANDARD CONDITIONS <br />The following measures are standard conditions that apply to the Harbor Corridor Plan and will help to <br />reduce and avoid potential impacts related to police services: <br />• The City will assess the need for additional police services as part of its annual budgeting process. <br />• All new developments will be evaluated by the City on a project specific basis to determine whether those <br />developments present new or increased needs for police services. <br />■ All new developments shall incorporate CPTED design measures <br />5.11.2.6 LEVEL OF SIGNIFICANCE BEFORE MITIGATION <br />Upon implementation of regulatory requirements and standard conditions of approval, the following impacts <br />would be less than significant: 5.11 -2. <br />5.11.2.7 MITIGATION MEASURES <br />No mitigation measures are required. <br />5.11.2.8 LEVEL OF SIGNIFICANCE AFTER MITIGATION <br />Impacts would be less than significant. <br />5.11.3 School Services <br />5.11.3.1 ENVIRONMENTAL SETTING <br />The project area is in the Garden Grove Unified School District ( GGUSD). The GGUSD provides <br />educational services to 47,960 students in grades K-12 in 70 schools. The District is the third largest among <br />28 public school districts in the Orange County, ranks 11th in size among 1,000 school districts in California, <br />and is the 96th school district out of 17,900 in the United States. GGUSD provides support to students in 47 <br />elementary, 10 intermediate, 7 high schools, 2 continuation high school, 2 adult education centers, and 2 <br />Page 5.116 PlaceWorkr <br />
