HARBOR BLVD. MIXED USE TRANSIT CORRIDOR PLAN FINAL FIR <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />RECREATION <br />Campesmo Park is an approximately six -acre pack that borders the Willowick Golf Course on the south. It is <br />east of Harbor Boulevard and north of Fifth Street at the intersection of North Susan Street and Fifth Street. <br />This park has a basketball court, a bandball court, a playground, and open grass areas for multipurpose use. <br />Other parks and recreational facilities in the area include Rosita Park, the Salgado Recreation Center, and <br />Heritage Park. Rosita Park and the Salgado Recreation Center occupy the same space and cover <br />approximately nine acres at 706 North Newhope Street, 0.43 mile west of the project boundary. Rosita Park <br />has a baseball diamond, onsite parking and restrooms, and picnic areas; Salgado Recreation Center has a pool <br />and a variety of recreational classes. <br />Heritage Park is 0.47 mile west of the project site boundary. It covers approximately seven acres adjacent to <br />the Heritage Elementary School at 426 South Anders Place. Amenities include a small baseball diamond, <br />covered picnic areas, onsite bathrooms and parking, and a playground. <br />5.12.2 Thresholds of Significance <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project: <br />R -1 Would increase the use of existing neighborhood and regional parks or other recreational <br />facilities such that substantial physical deterioration of the facility would occur or be accelerated. <br />R -2 Includes recreational facilities or requires the construction or expansion of recreational facilities <br />which might have an adverse physical effect on the environment. <br />The Initial Study, included as Appendix A, determined that the proposed project would have potentially <br />significant impacts related to both of these thresholds. Additional analysis is included below. <br />5.12.3 Environmental Impacts <br />The following impact analysis addresses thresholds of significance for which the Initial Study disclosed <br />potentially significant impacts. The applicable thresholds are identified in brackets after the impact statement. <br />Impact 5.12 -1: The proposed project would generate additional residents, which would increase the use of <br />existing park and recreational facilities and result in the need for new or expanded <br />recreational facilities. (Thresholds R -1 and R -2] <br />ImpactAnalysis: The proposed project would allow for the development of up to 4,623 dwelling units and <br />1,967,982 square feet of building space. Compared to existing conditions, this would be an increase of 3,884 <br />dwelling units and 13,721 square feet of building space. The additional residential units would increase the <br />number of people living in the area by approximately 15,327, resulting in increased use of existing park and <br />recreational facilities. <br />The City of Santa Ana currently has a citywide deficit of park and recreational space: 1.23 acres of public <br />park and /or recreational space for every 1,000 residents.
