Environmental Analysis <br />TRANSPORTATION AND TRAFFIC <br />Impact 5.13 -2: Project - related trip generation in combination with existing and proposed cumulative <br />development would not result in designated road and intersections exceeding County <br />Congestion Management Agency service standards. [Threshold T -2] <br />Impact Analysis: The Orange County CMP monitors the level of service at all designated CMP <br />intersections in the county. The CMP requires that a traffic impact analysis be conducted for any project <br />generating 2,400 or more daily trips, or 1,600 or more daily trips for projects that directly access the CMP <br />highway system. Per the CMP guidelines, this number is based on the desire to analyze any impacts that will <br />add 3 percent or more of the existing CMP highway system facilities' capacity. The CMP highway system <br />includes designated CMP intersection and arterial monitoring locations. <br />Harbor Boulevard, 1st Street, and Warner Avenue west of Harbor Boulevard are designated CMP arterials. <br />Study intersections that are designated CMP intersections are: <br />• ( #10) SR 22 WB Ramps and Harbor Boulevard <br />• ( #16) Harbor Boulevard and 1st Street <br />• ( #19) Harbor Boulevard and Warner Avenue <br />• ( #24) Harbor Boulevard and I -405 Northbound Off f -Ramp <br />• ( #25) Harbor Boulevard and I -405 Southbound Off f-Ramp <br />Table 5.13 -13 summarizes the LOS at the nine study area CMP roadway segments for the Year 2035 Without <br />Project and Year 2035 With Project conditions.
