Environmental Analysis <br />UTILITIES AND SERVICE SYSTEMS <br />Pipes that distribute water to the project area are cast iron pipe, clay pipe, ductile iron pipe, cement mortar <br />lined and coated steel pipe or asbestos - cement and range in size from 6- inches to 16- inches. Existing water <br />pressures vacv between 70 to 85 psi. <br />Regulatory Setting <br />State <br />Un5an Water Management Planning Act <br />The Urban Water Management Planning Act of 1983, California Water Code Sections 10610 et seq., requires <br />preparation of a plan that: <br />• Plans for water supply and assesses reliability of each source of water, over a 20 year period, in five -year <br />increments. <br />• Identifies and quantifies adequate water supplies, including recycled water, for existing and future demands, in <br />normal, single -dry, and multiple -dry years. <br />• Implements conservation and the efficient use of urban water supplies. Significant new requirements for <br />quantified demand reductions have been added by the Water Conservation Act of 2009 (Senate Bill 7 of <br />Special Extended Session 7 (SBX7 -7)), which amends the act and adds new water conservation <br />provisions to the Water Code. <br />20x2020 WaterConsermizon Plan <br />The 20x2020 Water Conservation Plan, issued by the Department of Water Resources (DWR) in 2010 <br />pursuant to the Water Conservation Act of 2009 (SBX7 -7), established a water conservation target of 20 <br />percent reduction in water use by 2020 compared to 2005 baseline use. <br />Senate Bills 610 and 221 <br />To assist water suppliers, cities, and counties in integrated water and land use planning, the state passed Senate <br />Bill (SB) 610 (Chapter 643, Statutes of 2001) and SB 221 (Chapter 642, Statutes of 2001), effective January 1, <br />2002. SB 610 and SB 221 improve the link between information of water supply availability and certain land <br />use decisions made by cities and counties. SB 610 and SB 221 are companion measures that promote more <br />collaborative planning between local water suppliers and cities and counties. Both statutes require detailed <br />information regarding water availability to be provided to city and county decision makers prior to approval <br />of specified large development projects. This detailed information must be included in the administrative <br />record as the evidentiary basis for an approval action by the city or county on such projects. The statutes <br />recognize local control and decision making regarding the availability of water for projects and the approval <br />of projects. Under SB 610, water supply assessments (WSA) must be furnished to local governments for <br />inclusion in any environmental documentation for certain projects subject to CEQA, as defined in Water <br />Code Section 10912[a]. Under SB 221, approval by a city or county of certain residential subdivisions requires <br />an affirmative verification of sufficient water supply. SB 221 is intended as a fail -safe mechanism to ensure <br />that collaboration on finding the needed water supplies to serve a new large subdivision occurs before <br />construction begins. <br />Page 5.144 PlaceWorkr <br />
