HARBOR BLVD. MIXED USE TRANSIT CORRIDOR PLAN FINAL FIR <br />CITY OF SANTA ANA <br />7. Alternatives to the Proposed Project <br />Plan for all for all projects that meet the thresholds. Therefore, this alternative would be less than significant <br />with mitigation and have similar hydrology and water quality impacts as the proposed project. <br />7.5.8 Land Use and Planning <br />Land use and planning impacts of this alternative would be similar to those of the proposed project; this <br />alternative would require all of the discretionary permits required for the proposed project by the City of <br />Santa Ana. As under the proposed project, a zoning ordinance amendment, zone change, and General Plan <br />amendment would be required. <br />7.5.9 Noise <br />Noise impacts of this alternative would be reduced by the proposed project due to reduced construction <br />activities. The reduction of residents would reduce traffic- generated noise during the projects operational <br />phase. Noise impacts of the proposed project would be less than significant after implementation of <br />mitigation. <br />7.5.10 Population and Housing <br />This alternative would increase population onsite by 8,568 to a total of 11,687, or 6,892 less than the <br />proposed project. The net population increase would be within the forecast increase in population in the City <br />of Santa Ana between 2010 and 2035, based on General Plan land use designations, of 11,856 (CDR 2012). <br />Since the proposed project would exceed the growth projections in the city, this alternative reduces the impact <br />to population growth. <br />The jobs - housing ratio of the City in 2035 with buildout of this alternative would be 1.86, which is more <br />jobs rich than the proposed project with a jobs - housing ratio of 1.82. Therefore, this alternative would not <br />have the same benefit to the jobs - housing ratio in the city. Overall, this alternative would reduce population <br />and housing impacts compared to those of the proposed project; impacts of the proposed project would be <br />less than significant. <br />7.5.11 Public Services <br />Because implementation of this alternative would result in a lower number of housing units than the project <br />area, it would generate fewer residents. This alternative would result in a reduction of 6,892 residents as <br />compared to the project, which would generate reduced demand for fire protection, police, school, and <br />library services. Therefore, public service impacts would be reduced. As with the proposed project, impacts <br />related to public services would be less than significant. <br />7.5.12 Recreation <br />Compared to the proposed project, this alternative would generate 6,892 fewer residents in the project area <br />resulting in a reduced demand for recreational facilities and services.
