Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />• Zone Change to replace the NHSP land use designations with conventional zoning <br />designations to match existing land uses. <br />These actions are collectively referred to herein as the "project ". <br />A. DOCUMENTFORMAT <br />These Findings have been organized into the following sections <br />(1) Section 1 provides an introduction to these Findings. <br />(2) Section 2 provides a summary of the project, overview of the discretionary <br />actions required for approval of the project, and a statement of the project's <br />objectives. <br />(3) Section 3 provides a summary of public participation in the environmental review <br />for the project. <br />(4) Section 4 sets forth findings regarding the environmental impacts that were <br />determined to be —as a result of the Initial Study, consideration of comments <br />received during the Notice of Preparation (NOP) comment period, and analysis in <br />the EIR— either not relevant to the project or less than significant without <br />mitigation. <br />(5) Section 5 sets forth findings regarding significant or potentially significant <br />environmental impacts identified in the EIR. <br />These impacts include those that the City has determined are either not <br />significant or can feasibly be mitigated to a less than significant level through the <br />imposition of existing regulations, standard conditions and /or mitigation <br />measures. In order to ensure compliance and implementation, all mitigation <br />measures will be included in the Mitigation Monitoring and Reporting Program <br />(MMRP) for the project and adopted as conditions of the project by the Lead <br />Agency. <br />Section 5 also includes findings regarding those significant or potentially <br />significant environmental impacts identified in the EIR that will or may result from <br />the project and which the City has determined cannot feasibly be mitigated to a <br />less than significant level. <br />(6) Section 6 sets forth findings regarding alternatives to the proposed project. <br />B. CUSTODIAN AND LOCATION OF RECORDS <br />The documents and other materials that constitute the administrative record for the <br />City's actions related to the project are at the City of Santa Ana, Planning and Building <br />Agency, 20 Civic Center, Room M -20, Santa Ana, California 92701. The City of Santa <br />Ana is the custodian of the Administrative Record for the project. <br />3 July 2014 <br />
