There is one exception of two parcels along 5th Street (2.5 acres total). <br />Based on the City's OS zone, these parcels could be developed for commercial <br />recreation /entertainment and public /quasi - public facilities. However, the existing intensity <br />of development is not expected to change. Therefore, buildout projections for NHSP <br />areas proposed for conversion to conventional zoning assume no change in numbers of <br />dwelling units or population. An amendment to the Zoning Map <br />will also be required to reflect the new specific plan zone. <br />Zone Change <br />A Zone Change is required to replace the NHSP zoning designations within the <br />Conventional Zoning Area to conventional zoning consisting of Open Space Area (0) <br />and Two Family Residential (R2). <br />General Plan Amendment <br />A General Plan Amendment would provide consistency between the City of Santa Ana <br />General Plan and the proposed Harbor Corridor Plan. Although the Harbor Corridor Plan <br />is consistent with the objectives and policies in the General Plan, new land uses are <br />proposed. Therefore, the project will require an amendment to the land use element to <br />update the land use map to include the boundaries of the Harbor Corridor Plan with a <br />land use designation allowing both residential and commercial uses. <br />C. DISCRETIONARY ACTIONS <br />Implementation of the project will require several actions by the City, including: <br />• Certification of the Harbor Boulevard Mixed Use Transit Corridor Plan Final <br />Environmental Impact Report (SCH #2013061027).
