Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />project applicants to minimize impervious areas, aiding infiltration of stormwater. <br />Upon compliance with these measures and the applicable provisions of the Santa <br />Ana Municipal Code, impacts would be less than significant. <br />Mitigation Measures <br />MM 7 -1 Prior to issuance of grading permits for future development <br />projects in the Harbor Corridor Plan, applicants shall submit site - <br />specific hydrology and hydraulic Studies to the Public Works <br />Agency for review and approval. If existing facilities are not <br />adequate to handle runoff generated by the proposed <br />development, then the applicant shall construct storm drain <br />improvements. If necessary storm drain upgrades cannot be <br />implemented prior to issuance of occupancy permits, the applicant <br />shall provide onsite detention facilities, or other methods to ensure <br />that post- construction runoff does not exceed pre - development <br />quantities. <br />MM 7 -2 During the design of individual projects, applicants shall minimize <br />impervious area by incorporating landscaped areas over <br />substantial portions of a proposed project area. Furthermore, <br />impervious areas shall be directly connected to landscaped areas <br />or bioretention facilities to promote filtration and infiltration of <br />stormwater. <br />(2) Potential Impact: During the construction phase of the individual development <br />projects that would be accommodated by the Harbor Corridor Plan, adherence to the <br />General Construction Activity Permit would reduce short -term pollutant <br />concentrations from individual development sites. <br />Finding: 1. The City hereby makes Finding 1 and determines that this impact is less <br />than significant with the incorporation of the proposed mitigation measures. <br />Facts in Support of Finding <br />Grading and construction activities of individual development projects that would be <br />accommodated by the Harbor Corridor Plan could generate oil and grease, trash and <br />debris, pesticides, other organic compounds such as solvents, degreasers, and <br />compounds in coatings. This would result in short -term impacts on stormwater <br />quality. However, project applicants for individual development projects would be <br />required to comply with existing water quality standards and waste discharge <br />requirements during all grading and construction activities. Implementation of <br />Mitigation Measures 7 -3 and 7 -4 require compliance with such requirements, <br />including those of the State Regional Water Quality Control Board and those <br />requiring project applicants to prepare a Storm Water Pollution Prevention Plan <br />( SWPPP). The SWPPP would specify BMPs that would protect water quality by <br />eliminating and /or minimizing stormwater pollution prior to and during grading and <br />construction. <br />30 July 2014 <br />
