Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />(4) Potential Impact: Development of projects pursuant to the Harbor Corridor Plan <br />would place people and structures in a 100 -year flood zone. <br />Finding: 1. The City hereby makes Finding 1 and determines that this impact is less <br />than significant with the incorporation of the proposed mitigation measures. <br />Facts in Support of Finding <br />Much of the northern half of the project area is a 100 -year flood zone. However, <br />multiple flood control improvements have been completed, are under construction, or <br />are planned, as part of the Santa Ana River Mainstem Project (SARMP). At <br />completion of the SARMP, 100 -year flood zones for flooding from the Santa Ana <br />River are expected to be substantially smaller than they are at present, including the <br />project area. Furthermore, hydrology studies for individual development projects that <br />would be accommodated by the Harbor Corridor Plan would be required; the studies <br />would have to include estimates of 100 -year flood depth on each respective site from <br />the Federal Emergency Management Agency (FEMA). Alternatively, individual <br />development projects could request a Letter of Map Correction from FEMA if the <br />respective project applicants provide substantial evidence that the lowest adjacent <br />grade elevation is already above the 100 -year flood elevation at that site. <br />Implementation of Mitigation Measure 7 -1 requires that project applicants comply <br />with FEMA requirements regarding flood zones and requires that evidence of this <br />compliance be supplied to the City. Upon compliance with regulatory requirements, <br />and Mitigation Measures 7 -1 and 7 -6, this impact would be less than significant. <br />Mitigation Measures <br />Mitigation Measure 7 -1 applies to this impact. <br />MM 7 -6 Prior to the issuance of precise grading permit for any lot or parcel <br />wholly or partially located within the 100 -year floodplain, the <br />applicant shall furnish to the City Engineer documentation <br />required by FEMA for approval of the Conditional Letter of Map <br />Revision /Letter of Map Revision (CLOMR /LOMR) process for <br />revision to the FIRM and Flood Insurance Study (FIS). The <br />applicant shall pay all preliminary and subsequent fees as <br />required by FEMA. <br />E. NOISE <br />(1) Potential Impact: Noise levels at proposed residential areas would be above the 45 <br />dBA community noise equivalent level (CNEL) interior and 65 dBA CNEL exterior <br />noise standards. <br />Finding: 1. The City hereby makes Finding 1 and determines that this impact is less <br />than significant with the incorporation of the proposed mitigation measure. <br />33 July 2014 <br />
