However, the Harbor Corridor Plan would change General Plan designations for <br />the project site to provide consistency with the general plan and zoning. <br />Feasibility: Since the No Project/NHSP Alternative would allow the continuation of the <br />adopted specific plan, the feasibility of this alternative would rely upon the feasibility of <br />the allowed land uses. However, new development under the existing specific plan <br />would be limited by the existing deficient stormwater, wastewater, and water <br />infrastructure. <br />Finding: While the No Project/NHSP Alternative would lessen some of the <br />environmental effects of the proposed project, it would not eliminate any significant and <br />unavoidable impacts and would increase impacts to three environmental issue areas. <br />For these reasons, the City rejects this alternative. <br />b) Reduced Residential intensity Alternative <br />Description: The Reduced Residential Intensity Alternative would reduce permitted <br />residential units by 25 percent in the Transit Node district and by 50 percent in the <br />Corridor district; the permitted number of residential units in the Neighborhood Transition <br />district would be the same as in the proposed project. Total permitted nonresidential <br />development intensity in this alternative would remain the same as in the proposed <br />project. The total number of residential units permitted by this alternative would be <br />2,908, or 37 percent less than that of the proposed project. <br />Environmental Effects: This alternative would reduce impacts to aesthetics, air quality, <br />greenhouse gas emissions, hazards and hazardous materials, noise, population and <br />housing, public services, recreation, transportation and traffic, and utilities and service <br />systems. Impacts to cultural resources, geology and soils, hydrology and water quality, <br />and land use and planning would be similar to the proposed project. <br />Ability to Achieve Project Objectives: This alternative would achieve most of the <br />objectives of the proposed project. This alternative would achieve the following three <br />objectives to a lesser degree due to the 37 percent reduction in residential units: provide <br />for new housing and mixed -use development opportunities; create economic vitality by <br />providing new opportunities for businesses and residents; and provide access to multi - <br />modal transportation. <br />Feasibility: This alternative is considered physically feasible. <br />Finding: While the Reduced Residential Intensity Alternative would lessen some of the <br />environmental effects of the proposed project, it would not eliminate the significant and <br />unavoidable air quality impacts.
