3. Proiect Description <br />3.1 PROJECT LOCATION <br />The project area comprises approximately 42S acres oriented to Harbor Boulevard in Santa Ana in central <br />Orange County (see Figure 3 -1, Regional Location, and Figure 3 -2, Local Vicinity). The project area generally <br />includes parcels adjacent to Harbor Boulevard between Westminster Avenue and Gloxinia Avenuelkilfte Ix <br />and parcels along Westminster Avenue, 1st Street, and Sth Street one -half mile east of Harbor Boulevard. <br />The corridor's northern and southern ends are adjacent to the city boundaries of Garden Grove and <br />Fountain Valley, respectively. The project areas consists of two areas 1) an approximately 30S -acre portion <br />that directly fronts Harbor Boulevard or perpendicular arterial streets and 2) 120 acres consisting of the <br />Willowick Golf Course and Campesino Park, residential properties along Jackson Street, and commercial <br />properties along Sth Street. The 120 -acres is east of the Harbor Boulevard corridor and abuts the Santa Ana <br />River to the east. Minor adjustments were made to the conventional zoning area to add parcels at Hazard <br />Avenue /Elm Park Drive and residences west of South Figueroa Street. The project site and surrounding uses <br />are illustrated on Figure 3 -3, Aerial Photograph. <br />3.2 STATEMENT OF OBJECTIVES <br />The following objectives have been established for the Harbor Corridor Plan project and will aid decision <br />makers in their review of the project and associated environmental impacts: <br />■ Provide for the development of the site consistent with City's General Plan. <br />• Provide for new housing and mixed -use development opportunities. <br />• Expand development opportunities that respond to transit investments. <br />• Create economic vitality by providing new opportunities for businesses and residents. <br />• Provide a variety of safe and efficient travel choices and access to multi -modal transportation. <br />• Create a sense of place. <br />• Enhance community health and wellness by creating safer street design for multiple modes of travel, <br />increase walkability and encourage live /work along the corridor. <br />3.3 PROJECT CHARACTERISTICS <br />"Project," as defined by the CEQA Guidelines, means "the whole of an action, which has a potential for <br />resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical <br />change in the environment, and that is any of the following: (1) ... enactment and amendment of zoning <br />ordinances, and the adoption and amendment of local General Plans or elements thereof pursuant to <br />Government Code Sections 65100- 65700" (14 Cal.
