HARBOR BLVD. MIXED USE TRANSIT CORRIDOR PLAN FINAL FIR <br />CITY OF SANTA ANA <br />Project Description <br />Zoning Amendment <br />A Zoning Ordinance Amendment is required to replace the NHSP zoning designations with the new Harbor <br />Corridor Plan zoning districts. An amendment to the Zoning Map will also be required to reflect the new <br />specific plan zone. <br />Zone Change <br />A Zone Change is required to replace the NHSP zoning designations within the Conventional Zoning Area <br />to conventional zoning consisting of Open Space Area (0) and Two Family Residential (R2). <br />General Plan Amendment <br />A General Plan Amendment would provide consistency between the City of Santa Ana General Plan and the <br />proposed Harbor Corridor Plan. Although the Harbor Corridor Plan is consistent with the objectives and <br />policies in the General Plan, new land uses are proposed. Therefore, the project will require an amendment to <br />the land use element to update the land use map to include the boundaries of the Harbor Corridor Plan with <br />a land use designation allowing both residential and commercial uses. <br />3.4 INTENDED USES OF THE EIR <br />This is a Program EIR that examines the potential environmental impacts of the proposed General Plan <br />Update. This EIR is also being prepared to address various actions by the City and others to adopt and <br />implement the General Plan. It is the intent of the EIR to enable the City of Santa Ana, other responsible <br />agencies, and interested parties to evaluate the environmental impacts of the proposed project, thereby <br />enabling them to make informed decisions with respect to the requested entitlements. The anticipated <br />approvals required for this project are as follows: <br />Lead Agency <br />Action <br />• <br />Certify Final EIR <br />• <br />Adopt Harbor Corridor Plan <br />• <br />General Plan Amendment to the Land Use Element <br />• <br />Zoning Ordinance Amendment to replace development standards from NHSP <br />Santa Ana City Council <br />to HCP <br />• <br />Zoning Map Amendment to replace zoning district designations with the new <br />HCP zoning districts. <br />• <br />Zone Change to replace the NHSP land use designations with conventional <br />zoning designations to match existing land uses. <br />Responsible Agencies <br />Action <br />Regional Water Quality Control Board, Santa Ana <br />• <br />Issue National Pollutant Discharge Elimination System Permits, as necessary. <br />Region <br />• <br />Issue any air quality permits required to implement the project. <br />- SCAQMD Rule 201 (Permit to Construct) and SCAQMD Rule 203 (Permit <br />South Coast Air Quality Management District <br />to Operate): A permit is required to construct and operate any stationary <br />equipment that generates new emissions (e.g., boiler or emergency <br />generator). <br />October 2014 Page 3 -17 <br />
