Environmental Analysis <br />AESTHETICS <br />specified in the 1992 NHSP, but it generally called for clean, simple building forms that that produced unity, <br />scale, and interest. <br />Landform <br />The terrain within the NHSP and the surrounding areas is flat. Overall, there is little change in elevation <br />throughout the City. The Santa Ana Mountains are approximately 10 miles to the west, and the San <br />Bernardino Mountains are 29 miles to the north. <br />Light and Glare <br />Excessive light and glare can negatively affect sensitive land uses when those uses are placed close to land <br />uses that have outdoor lighting or are made from materials that reflect light. Since the NHSP area is <br />developed with urban land uses, light and glare are present on the project site. During the day, glare may <br />reflect off glass or metal surfaces; at night, light is generated by street lights, parking lot lights, security <br />lighting, signage and building lighting, and traffic. Areas within and near the NHSP that have less light and <br />glare are residential land uses, the W&owick Golf Course, and Santa Anita and Campesino Parks. <br />The City's municipal code has development restrictions for the placement of parking lot lighting near <br />sensitive land uses, such as child care facilities, parks, schools, churches, convalescent homes, and hospitals. <br />Per these restrictions, all outdoor lighting in parking lots should be reflected away from these sensitive land <br />uses (Santa Ana Municipal Code, Chapter 41, Article XV, Division I, Section 41- 1304). <br />5.1.2 Thresholds of Significance <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />AE -1 Have a substantial adverse effect on a scenic vista <br />AE -2 Substantially damage scenic resources, including, but not limited to, trees, rock outcroppings, and <br />historic buildings within a state scenic highway. <br />AE -3 Substantially degrade the existing visual character or quality of the site and its surroundings. <br />AE -4 Create a new source of substantial light or glare which would adversely affect day or nighttime views <br />in the area. <br />The Initial Study, included as Appendix A, substantiates that impacts associated with the following thresholds <br />would be less than significant: <br />■ Threshold AE -1 <br />■ Threshold AE -2 <br />These impacts will not be addressed in the following analysis. <br />Page 5.7 -2 PlaceWorkr <br />
