Environmental Analysis <br />AESTHETICS <br />The Harbor Corridor Plan includes design guidelines that reduce the impacts of light and glace on sensitive <br />land uses. Specifically, the following design guidelines (Chapter 6 of the Harbor Corridor Plan) would reduce <br />light and glare impacts of new development: <br />■ Direct lamp glare from unshielded floodlights is not permitted. <br />■ Lighting that aims light directly into the night sky is prohibited. <br />■ Secondary building entrances and parking /loading /service access points should have lighting compatible <br />with the project's lighting to maintain a safe environment around the entire project, especially where <br />pedestrians and other building tenants circulate. <br />■ Warm white light is encouraged. Blinking, flashing, and oscillating lights are prohibited. Colored lights are <br />not encouraged unless they contribute to the theming of commercial areas or establishments. Overly <br />bright or glaring lights should be avoided. <br />■ Automatic timers should be programmed to maximize personal safety at night while conserving energy. <br />They should be reset seasonally to match the thug of dusk /dawn. <br />■ Exterior lighting should be designed and located to not project off site or onto adjacent uses. This is <br />especially critical with neighboring residential uses. <br />■ Signs illuminated by downward- directed, wall mounted lights with fully shielded lamps are encouraged. <br />New construction would use building materials that reduce or eliminate glare. Lighting on buildings would be <br />oriented to avoid intrusion into sensitive land uses. <br />The Willowick Golf Course and Campesino Park would be removed from the NHSP upon approval of the <br />specific plan. No changes would be made to the existing land uses, and the conventional City zoning would <br />be applied to these areas. Since there would be no change to land uses in this area, there would be no lighting <br />impacts. <br />5.1.4 Cumulative Impacts <br />Cumulative light and glare impacts would occur when the proposed project's impacts are compounded with <br />light and glare impacts from other past, present, and future development projects in the surrounding area. <br />The majority of the land uses surrounding the project site are single- and multifamily residential land uses <br />that do not generate large amounts of light or glare. The exception is the area north of the NHSP, where land <br />uses are industrial in nature. New development projects in this area may cause an increase in light and glare <br />that could affect adjacent sensitive land uses. As with the proposed project, environmental review of potential <br />light and glare impacts would be conducted prior to project approval. In addition, these areas must comply <br />with the City's municipal code lighting restrictions. Overall, cumulative impacts would be less than significant. <br />October 2014 Page 5.7 -9 <br />
