101071214jas <br />RESOLUTION No. 2014 -061 <br />RESOLUTION of THE CITY COUNCIL of THE CITY of SANTA ANA <br />ADOPTING THE RECOMMENDATION ATION To DEVELOP AND IMPLEMENT A <br />YOUTH SPORTS SCHOLARSHIP PROGRAM AND ADVANCING DEFERRED <br />MAINTENANCE PROJECTS ON CITY PARTKs <br />BE IT RESOLVED BY THE CITY COUNCIL of THE CITY of SANTA ANA As <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br />A. Santa Ana enjoys a young, vibrant population. Youth sports in the City <br />perform a vital role in developing the bodies and rinds of the City Is young <br />people. <br />B. The City's youth- oriented sports organizations provide a foundation for our <br />children and young adults to achieve success in their lives. <br />C. At times, the costs of participation in the sports organizations can be <br />prohibitive, and prevent a number of children and young adults from receiving <br />the lifelong benefits that come with such participation. <br />D. Synthetic turf . playing fields in the City, although much more durable than <br />natural grass fields, suffer from years of rear constant use. The surfaces and <br />materials of some of the City's synthetic turf fields are in need of maintenance <br />or even replacement. <br />E. Further, prior economic distress had forced the City to cut back on the <br />general maintenance of its parks. Issues have developed in some parks <br />relative to items such as broken water fountains, plumbing issues in <br />restrooms, burned out light bulbs and park furniture in need of repair. <br />F. on May 20, 2014, the City Council approved $200,000.00 for the Youth <br />Sports scholarship Program as part of the funding approval for the Five -Tear <br />Strategic Plan. on July 28, 2014 the Parks, Recreation, Education and Youth <br />(PREY) Council Committee met and made recommendations for the <br />Program. <br />G. The City Council now desires to act on the recommendations as to the <br />development and implementation of the Mouth sports Scholarship Program <br />and the expenditure of the previously allotted funds. <br />Section 2. The City Council hereby directs that the previously approved $200,000.00 <br />for the Youth sports scholarship Program be allocated as follows: <br />Resolution No. 2014 -061 <br />Page 1 of <br />
