Date: 11/4/2014(JAS) <br />RESOLUTION NO.2014 -064 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING THE SEWER SYSTEM <br />MANAGEMENT PLAN AND DESIGNATING THE LEGALLY <br />RESPONSIBLE OFFICIAL FOR REPORTING SANITARY <br />SEWER SYSTEM OVERFLOWS <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. On April 2, 2009, the City approved a required Sewer System Management <br />Plan (SSMP); and <br />B. The State of California Water Resources Control Board (State Board) has <br />now implemented Waste Discharge Requirements (WDR) Order No. 2006 - <br />003-DWQ; and <br />C. In order to comply with WDR Order No. 2006 - 003 -DWQ, the City is required <br />to periodically update the SSMP. Further, the governing board of the sanitary <br />sewer system is required to approve the updated SSMP Development Plan <br />and Schedule and final SSMP at a public hearing prior to certification as <br />complete; and <br />D. The State Board WDR Order No. 2006 - 003 -DWQ further requires that each <br />enrolled collection system report all sanitary sewer overflows to the State <br />Board and that all such reports be certified by Legally Responsible Officials <br />under penalty of perjury; and <br />E The State Water Resources Control Board Executive Officer on July 26, 2013 <br />issued Order No. WQ 2013 - 0058 -EXEC amending the Monitoring and <br />Reporting Program for Statewide General Waste Discharge Requirements for <br />Sanitary Sewer Systems effective September 9, 2013, which are applicable to <br />all sanitary sewer collection systems enrolled under the Waste Discharge <br />Regulations; and <br />E. The City has revised its SSMP to meet the requirements of the amended <br />Monitoring and Reporting Program; and <br />Resolution No. 2014 -064 <br />Page 1 of 3 <br />
