Fairview Street Bridge Rehabilitations <br />RFP No. 14 -001 '"" <br />Having completed several HBP bridge widening <br />projects, such as the Foothill Boulevard Bridge for <br />the city of San Dimas, and the Fifth and McFadden <br />Bridge over Santa Ana River 'for the city of Santa <br />Ana. We thoroughly understand the scope of work <br />as well as the challenges associated with a bridge <br />widening for sidewalk and bikeway Improvements <br />for project over flood control facility, Areas of <br />special consideration include developing a cost <br />effective bridge widening that maintains local <br />traffic, minimizes construction in the river in order <br />to streamline the County /Army Corps approvals, <br />provides continuous access to the Santa Ana River <br />Bike Trails, maintenance and access roads, and <br />can obtain NEPA approval. Utilizing our years of <br />experience working on similar structures in the <br />Santa Ana River, we will anticipate and plan for <br />potential roadblocks, delivering a successful project <br />for the City. Based on the most recent Bridge <br />Inspection Report, as -built plans, and field review <br />we have compiled a list of technical and institutional <br />challenges expected on this project which will <br />be investigated and resolved by the WKE team. <br />A summary of these challenges is listed below, and <br />our innovative approach to addressing them follows: <br />• Bridge Alignment <br />• Seismic Analysis <br />Bridge Aesthetics <br />Bike Trail <br />• Environmental Documentation (NEPA /CEC!A) <br />BRIDGE ALIGNIVIEINT"; <br />An 18' -0" widening is required to accommodate four <br />11' -0" lanes, 4' -0" shoulders, and 8' -0" sidewalks <br />with Type 26 barriers on the outside. <br />WKE, studied the roadway geometry, right of way <br />constraints and constructability of the bridge <br />widening, and have developed three widening <br />options with bridge and approach geometric <br />alignments to accommodate left turn movement, <br />in detail that provide geometric alignments that <br />provide all current turn movements, ease bridge <br />constructability, minimize river disturbance, provide <br />continuous bike, pedestrian, and maintenance <br />access, minimize traffic, impact and simplify future <br />widening to six lanes. <br />Option 1 <br />The RFP described a symmetric widening option by <br />adding 9' -0" widening along both sides orF existing <br />Fairview Bridge. Constructing symmetric widening <br />Will require construction of new pier walls in Santa <br />Ana River, including reconstructing existing debris <br />walls. There are several site constraints on Fairview <br />Street that will affect the widening option. The <br />existing bridge has a narrow width, providing a 3'- <br />6" walking path on each side. By constructing the <br />widening on both sides, it will essentially eliminate <br />the walking path, and close pedestrian access <br />over the bridge during construction. To avoid <br />this, the bridge construction will have to proceed <br />in two phases, constructing one side in each <br />phase. The split phase construction will require <br />the construction be spread over two summers <br />with a winter shutdown period in between. <br />This will lengthen the construction period by at least <br />six months. <br />Debris walls sit at the leading edge of all seven pier <br />walls.The construction alongthe eastside of Fairview <br />will require these debris wall be reconstructed. <br />If the City proceeds with the six lane project on <br />Fairview in the future, a symmetric widening will <br />require the debris walls be reconstructed again. <br />If the future widening is completed only on the west <br />side of Fairview Bridge, the asymmetric widening will <br />result in about a 13' -0 wide shift in the centerline, <br />and additional right -of -ways will be required. Thus in <br />either case, the future widening will carry additional <br />cost. <br />The WKE Team has examined other options to <br />alleviate the aforementioned issues.
