As a result, the City asked Black & Veatch to help develop a long -term Capital Improvement <br />Program (CIP) that identifies future wastewater facility needs. <br />Black & Veatch conducted a high -level asset condition review using City - provided Geographic <br />Information System (GIS) data and available condition reports for the sewer system. Black & Veatch <br />evaluated the available data and held two workshops with engineering and maintenance staff to <br />develop weighting factors for the asset assessment. <br />Overview of Asset Information <br />Figure 1 illustrates the distribution of the City's sewer mains by installation decade. The mains included <br />in the analysis are the City's collection system and do not include OCSD, other agency, or private sewer <br />lines. As seen from the figure, over 86 percent of the City's sewer mains were installed pre 1980 and <br />about 90 percent of the lines are over 50 years of age. From Figure 1 it is clear that the City will soon <br />face a major reinvestment period as sewer mains reach the end of their useful life. In the absence of any <br />condition assessments, the industry standard for main replacement is 1 percent of the system per year. <br />If we apply this approach to the City's system, the result is an annual replacement rate of 4 miles of <br />mains.
