B. FOOTHILL /EASTERN TRANSPORTATION CORRIDORS (F /ETC) <br />The cost for constructing the Foothill/Eastern Transportation <br />Corridors was estimated from information obtained from the Weir Canyon <br />Park Road Study dated October, 1982, the Foothill Transportation <br />Corridor Route Location Study dated December, 1982, and projection of <br />costs from the San Joaquin Hills Transportation Corridor. Unit prices <br />used in the cost estimates are considered to adequately estimate the <br />cost in 1984 dollars. The estimated costs are as follows: <br />W TABLE IV -2 <br />In order to qualify for state and federal funding, the corridor routes <br />must be incorporated into the state highway system and placed in one of <br />the federal aid systems. State Route 73 (Corona Del Mar Freeway) has been <br />legislatively redescribed to correspond with the route of San Joaquin <br />Hills Transportation Corridor. OVERALL FINANCING <br />The Board of Supervisors has established a transportation corridor <br />development policy (Exhibit II) which defines the corridor implementation <br />obligations of land development projects, and as noted in Section I of <br />this report has indicated its general intent to require all new <br />w <br />development to bear a portion of the cost of the corridors by payment of <br />development fees (Major Thoroughfare Fee). Funds from other more <br />traditional sources (e.g., existing state and federal taxes on motor <br />vehicle fuel) will be sought for the portion of the cost not funded by <br />development fees.
