Parking structures shall also be exempt from payment of <br />fees since they do not generate a vehicular attraction in and of <br />(. themselves. <br />The following categories which receive exemptions from payment of <br />L, property taxes will also be generally exempt from paying <br />transportation corridor fees: 1) Church; 2) Religious; 3) College; <br />4) Welfare; 5) Wholly Exempt; 6) Other. The final determination of <br />whether a property is exempt will be based upon verification of a <br />property tax exemption for those specified categories on the latest <br />Assessor's roll as defined for Orange County by the State of <br />California. <br />Government -owned facilities or utilities shall be exempt from payment <br />of fees to the extent that the facilities will not be used for <br />generating revenue or commercial purposes. APPLICATION OF FEES <br />When development fees are collected at the time of building permit <br />l <br />issuance, the number of residential units or area of non - residential <br />buildings will be known. The fees for each development will simply be <br />calculated by multiplying the number of residential units or gross <br />floor area of non - residential buildings times the appropriate land use <br />category and the fee zone. Gross floor area shall be defined as total <br />floor area including each floor of multiple story buildings within the <br />outer footprint of the building as described on'the building permit. <br />Adjustments will not be made to traffic generation rates to reflect <br />anomalies due to project design or other conditions.
