Land uses were <br />combined into three general land use categories (2 residential and <br />1 non - residential) for the purposes of applying fees to <br />development projects. <br />Fees for each of the fee zones within the areas of benefit are: <br />SJHTC Single Family Multi -Unit Non - Residential <br />Residential Residential <br />Zone A $1,305 /unit $760 /unit $1.75 /sf. <br />Zone B $1,010 /unit $590 /unit $1.30 /sf. <br />(Santa Ana) <br />F /ETC <br />Zone A $1;295 /unit $755 /unit $1.80 /sf. <br />Zone B $ 920 /unit '$535 /unit $1.05 /sf. <br />(Santa Ana) <br />Developers who are required to construct portions of the <br />transportation corridors will receive credit for that work toward <br />the payment of their fees. The amount of credit will not be <br />adjusted with subsequent revisions to the fee program once it is <br />memorialized by agreement. This credit may be transferred to <br />another landowner within the same area of benefit only with the <br />change in title to the land. <br />Payment of fees for residential multi -unit rental projects may be <br />deferred for a period of 5 years from issuance of a building <br />permit. The developer must enter into an agreement to pay the fee <br />in effect at the time payment is due and provide a security in the <br />amount of the fee plus 15 %. <br />Properties which are - exempt from payment of property taxes will <br />generally be exempt from payment of corridor fees. Governmental <br />owned and constructed facilities and utilities will be exempt <br />unless the facility is used,for commercial or revenue generating <br />purposes. hr.J <br />Portions of twelve cities are include within --t" benefit> - areas <br />for the SJHTC and F /ETC. Partic- ation,by.-cities, <br />therefore, is an important ingredient to a successful program that <br />does not create inequities to property owners within differing <br />jurisdictions. City and County cooperation is not only required <br />in the adoption of a program and collection of fees, but should <br />extend to decisions regarding expenditure of the -funds. The Joint <br />_ Powers Authority consisting of City and County members was created <br />to plan and implement the Corridors. All fees collected under <br />�-� this program are being deposited in accounts specifically for the <br />transportation corridors to accomplish this purpose. <br />a <br />
