Dave Grosse, Executive Director n <br />1°om: Public Services Agency <br />Subject: CORRIDOR FEE PRDGRALM ADOPTION PXCESS <br />November 22, 1985 <br />City Council considered a recommended public participation process regarding <br />the Corridor Fee Programs for Eastern, Foothill, and San Joaquin <br />Transportation Corridors on November 19, 1985. Council directed the <br />administration to return with a recommended calendar that would establish a <br />Public Hearing before City Council as soon as possible. The Public Hearing <br />process will require formal notification of approximately 1,200 parcel <br />owners in the assessment area, and additional notification where multiple <br />owners, such as condominium owners are involved within a given parcel. <br />Staff can effectively acoomplish this notification within approximately 30 <br />days. We have therefore recommended establishment of January 6th as the <br />Public :Hearing date before City Council-contingent upon approval by the <br />Council on December 2nd. <br />The attached memoranda were delivered to City Council on November 14th <br />regarding the administration's concerns in adoption of the Corridor Fee <br />Program, our particular concerns are the following three areas: <br />Pegional cooperation among public agencies regarding financing of <br />transportation improvements. <br />Uncertainties regarding the location and cost of the proposed <br />Corridors. <br />Ube effect upon the developmental future of major undeveloped <br />Properties within the assessment areas. <br />Also attached is a revised calendar regarding implementation of the Fee <br />Program, and a summary of information regarding the assessment area proposed <br />Corridor locations and adopted fees on new construction for Council's <br />information. <br />David H.
