Robert Bobb, City Mager <br />r• an <br />David Grosse, Executive Direc n <br />Public rarv;cL L=arry <br />Date: November 13, 1985 <br />Santa Ana has been an active participant in the establishment of the <br />County -wide corridor Fee Program over the last 12 months. In <br />conjunction with the County of Orange and the Cities of Yorba zinda,. <br />Anaheim, orange, Tustin, Irvine, Costa Mesa, Newport Beach, Laguna <br />Beach, San Juan Capistrano, and San Clemente, we have developed a Major <br />Thoroughfare and Bridge Fee Program for the San Joaquin Hills, Eastern <br />and Foothill Transportation Corridors. <br />The Corridor Fee Program has now been adopted by the majority of Cities <br />and the County of Orange, and fees are begining to be collected as <br />implementing ordinances take effect. The City of Irvine, who has been <br />a crucial player ;due to citizen opposition,.-bas taken Council action to <br />implement the Program. Irvine will be a participant unless excluded <br />through judicial decree or a referendum process. <br />The procedure for Santa Ana's participation will involve formal <br />notification of each and every parcel owner in the established benefit <br />assessment.area regarding a Public Hearing to be set before the Santa <br />Ana City Council. Prior to conducting that Hearing, however, it *is <br />recommended that input be solicited from major property owners and <br />developers in the affected area, and input solicited on the Program <br />from the City's Transportation Advisory Committee and Redevelopment and <br />Planning Commissions. This input would then be available for the City <br />Council during the Public hearing with all property owners. The <br />process will cover approximately three months and a calendar of <br />suggested meeting dates leading to the Council approval will be <br />f urnished for the ;brkshop on November 18, 1985. <br />A brief overview of the regional situation will be discussed at <br />Council's workshop, including issues of the Orange County Unified <br />Transportation Trust FUnd and the Arterial Highway Financing Program <br />and regional views of Santa Ana's action in the North Central area. It <br />is important that our City Council actions relative to these .issues are <br />understood by regional officials and elected officials in our <br />surrounding cities. Santa Ana's leadership role in transportation <br />planning and financing and promotion of regional transportation <br />opportunities for the developmental future of Central Orange county <br />directly parallel the current Corridor Fee Program in providing new <br />travel opportunities to the Central County. Additionally, our <br />decisions may be helpful to new Program initiatives, such as the <br />Pacific Electric Expressway and the 57 Freeway Extension which will <br />require support and participation from our neighboring municipalities <br />and regional officials. <br />
