"Quarter" means July 1st to and including <br />September 30th, October 1st to and including December <br />31st, January 1st to and including March 31 and April <br />1st to and including June 30th. <br />II -- <br />PURPOSE AND POWERS <br />2.1 Agency Created. <br />There is hereby created a public entity to be known' <br />as the "FOOTHILL /EASTERN - TRANSPORTATION CORRIDOR AGENCY." <br />The Agency is formed by this Agreement pursuant to the provi- <br />sions of Article 1, Chapter 5, Division 7, Title 1 of the <br />Government Code of the State of California. The Agency shall <br />be a public entity separate from the parties hereto. <br />2.2 Purpose of the Agreement; Common Powers to be Exer- <br />cised. <br />Each member has the common power to plan for, <br />acquire, construct, maintain, repair, manage, operate, and <br />control facilities for one or more of the following purposes: <br />a. The financing of and the imposing of fees for <br />the planning and construction of major thoroughfares and <br />bridges; <br />b. The power to plan for, acquire, and construct <br />environmentally - sensitive thoroughfares and bridges to <br />conform to the technical standards of the California <br />-5- <br />
