facility is needed to serve increased intensities <br />planned in adopted land use Elements of their General <br />Plan. In the event that such intensities are decreased, <br />and reduction in the level of facility then is still <br />feasible in view of rights of way then acquired, <br />planning, design, engineering and construction then <br />completed and financing commitments made, such fee also <br />will be re- evaluated. The majority of the length of <br />corridor alignments fall within relatively undeveloped <br />areas of the County. Exceptions to this are either end <br />of the San Joaquin Hills Transportation Corridor and the <br />central segments of the Foothill /Eastern Transportation <br />Corridors. Each corridor traverses areas of hilly <br />terrain. A majority of the areas traversed by the <br />corridors is zoned Planned Community with tentative <br />tracts in various stages of approval. <br />An alignment was selected by the Board of Supervisors for <br />the San Joaquin Hills Transportation Corridor on <br />November 28, 1979 and the northwesterly segment of the <br />Foothill Corridor on May 25, 1983. More detailed <br />engineering work is currently underway on the San Joaquin <br />Hills Transportation Corridor to refine the selected <br />alignment and determine right -of -way requirements. <br />Similar detailed engineering is also in progress for the <br />northwesterly segment of the Foothill Transportation <br />Corridor. Alignment selection studies also are <br />underway on the Eastern Corridor and the southerly end <br />of the Foothill Corridor between about Oso Parkway and <br />I -5. <br />It is proposed that all corridors will eventually be <br />added to the State Highway System. State legislation <br />(AB 86) has been signed into law which redescribes State <br />Route 73 (Corona Del Mar Freeway) to include the San <br />Joaquin Hills Transportation Corridor. Legislation <br />(SB 2048 and SB 2049), Chapters 1363 and 1364, <br />respectively of the Statutes of 1988) also have been <br />enacted which designates the Eastern and Foothill <br />Transportation Corridors as State Routes 231 and 241, <br />respectively. <br />IV. ESTIMATED COSTS <br />The construction costs include estimates for all <br />corridor grading and general travel lane improvements <br />including bridges, structural section, interchanges, <br />partial landscaping, and arterial highway realignments <br />dictated by the corridor alignments.
