MEMORANDUM � <br />3oc David Ream, City Manager La <br />David Grosse, Executive Director <br />From: Public Works Agency <br />Subject: <br />JOAQUIN HILLS AND <br />STATEMENT OF THE ISSUE <br />Date: June 20, 1988 <br />TERN TRANSPORTATION CORRIDOR <br />The County of Orange, the City of Santa Ana, and nine other Orange County <br />cities that would benefit from the construction of the San Joaquin Hills and <br />Foothill /Eastern Transportation Corridors created the Transportation Corridor <br />Agencies through a joint powers agreement. Recently, the newly incorporated <br />city of Mission Viejo requested admission as a party to the San Joaquin and <br />Foothill /Eastern Transportation Corridor Agency. As a condition of admission <br />to the Agency, a city must adopt an ordinance adopting the Major Thoroughfare <br />and Bridge Fee Program. The City of Mission Viejo has satisfied that <br />condition by adopting such a fee program. <br />At the July 14, 1988 Agency meeting, a representative from the City of Mission <br />Viejo is scheduled to be formally installed as a member of the Agency. In <br />order for Mission Viejo to become a member of the Agency, there must be <br />unanimous consent of each existing party. Each of the member agencies must <br />approve Addendum No. 1 to the Agreement to admit the City of Mission Viejo as <br />a party. <br />Staff recommends approval of the admission of Mission Viejo as a member of the <br />San Joaquin Hills and Foothill /Eastern Transportation Corridor Agencies. <br />ALTERNATIVES CONSIDERED <br />The alternative is not to approve Addendum No. 1 accepting the City of Mission <br />Viejo as a member of the Agencies. This alternative is not recommended since <br />the Agency would not receive funding that is needed to construct the Corridors <br />in a timely manner. <br />FISCAL IMPACT <br />Admission of the City of Mission Viejo to the Agencies will ensure that the <br />City of Mission Viejo pay its fair share in the construction of the <br />Transportation Corridors. <br />There is no direct fiscal impact on the City of Santa Ana. <br />RECOMMENDATION <br />Approve Addendum No. 1 to Joint Exercise of Powers Agreement creating the San <br />Joaquin Hills and Foothill /Eastern Transportation Corridor Agencies. <br />avid .
