Dir.G nta <br />„Ill; Public Services Agency <br />,ubject:CORRIDOR FEE PROGRAM FOR EASTERN, FOOTHILL AND SAN JOA UIN HILLS TRANSPORTATION <br />CORRIDORS. <br />STATEMENT OF THE ISSUE <br />Santa Ana's City Council and administrative staff have been working with <br />representatives from affected cities, the County of Orange, and Orange County <br />Transportation Commission staff in the establishment of a Regional Funding <br />Program for the proposed Eastern, Foothill, and San Joaquin Hills Transportation <br />Corridor. Our participation has assisted in the development of Memoranda of <br />Understanding, Adoption Ordinances, and a Joint Powers Agreement, as well <br />as the Fee Schedule for development in these corridors. <br />The purpose of the Fee Program is to provide an organized framework to assist in <br />the orderly financing, design and construction of these three corridors. This <br />effort has resulted in consensus documents prepared among affected agency <br />representatives as well as a Joint Powers Agreement designed to create <br />Eastern/Foothill and San Joaquin Hills Transportation Corridor Agencies. <br />Each Agency will provide for a shared decision - making process to balance <br />both local and regional transportation concerns. The Agencies will oversee <br />and make decisions on financing, design and construction of the corridors. <br />Each participating governmental agency will be empowered to appoint a City <br />Council member and alternate to the Board of Directors excepting the County of <br />Orange, which will be empowered to appoint two voting members. To becone a <br />participant, the City must adopt a Fee Program in those amounts specified in the <br />"Major Thoroughfare and Bridge Fee Program" documents (enclosed). . <br />In order to establish a Major Thorough and Bridge (MT & B) Fee Program, an Area <br />of Benefit (AOB) must be identified within which fees may be required upon <br />issuance of building permits to defray the costs of the major thoroughfares and <br />bridges. <br />Areas of Benefit have been divided into two zones. Zone "A" which receives <br />greater benefit will pay a higher fee than Zone "B ". The ACB's in the City of <br />Santa Ana are all in Zone "B ". A description of the A0B for the <br />Eastern/Foothill and San Joaquin Hills Corridors are shown in the MT &B <br />documents. <br />000247 7 51) <br />
