OF POWFRq ArRFFMF'KTP C'RFA'T'TN, THR qAN TOAOTITN HTTT.q _ <br />TRANSPORTATION CORRIDOR AGENCY" <br />STATEMENT OF THE ISSUE <br />The County of Orange, the City of Santa Ana, and six other cities that would <br />benefit from the construction of the San Joaquin Hills Transportation Corri- <br />dor are umbers of the Transportation Corridor Agency. On January 1, 1989, <br />the City of Dana Point was incorporated, and has requested admission as a <br />party to the San Joaquin Hills Transportation Corridor Agency. The City of <br />Dana Point has complied with Section 4.1 of the "First Amended and Restated <br />Joint Exercise of Powers Agreement Creating the San Joaquin Hills Transpor- <br />tation Corridor Agency," by enactment of Ordinance 89 -8, adopting the Major <br />Thoroughfare and Bridge Fee Program of the Agency, and Resolution 89 -31, <br />establishing the areas of benefit, estimated cost, and required fees. <br />Section 9.1 of the Agreement requires unanimous consent of each existing <br />party for admission of the City as a party. Inclusion of the City of Dina <br />Point as a member of the Transportation Corridor Agency will ensure that each <br />o:E the areas of benefit contribute their fair share of the cost for the San <br />Joaquin Hills Transportation Corridor. <br />ALTERNATIVES CONSIDERED <br />The alternative is to not approve the Resolution admitting the City of Dana <br />Point as a party to the San Joaquin Hills Transportation Corridor Agency. <br />This alternative is not recommended, since it would not enable the Agency to <br />finance the construction of the San Joaquin Hills Transportation Corridor. <br />FISCAL IMPACT <br />There is no direct fiscal irpact on the City of Santa Ana. <br />I,ixK� }ului��y <br />That the City Council adopt the Resolution approving Amendment No. 1 to <br />the "First Amended and Restated Joint Exercise of Powers Agreement Creating <br />San Joaquin Hills Transportation Agency." <br />(&K.-V �- <br />David H.
